Welcome to Bellevue's Great Neighborhoods Program

The Great Neighborhoods program is the City of Bellevue’s process for developing community-driven, neighborhood plans that strengthen an area’s identity and guide future improvements.


The Factoria draft neighborhood area plan is being reviewed by the Planning Commission. The neighborhood area plan outlines present-day neighborhood conditions, opportunities, challenges, and policies and reflect community feedback collected over the past ten months. The policies in the plan guide how the city invests in programs, facilities, and partnerships to achieve the community’s vision for growth over the next 10-20 years.

The Planning Commission is expected to hold a public hearing in September on the proposed plan before developing recommendations for the City Council about their adoption. This hearing will give community members an opportunity to share their thoughts about the future of the neighborhood and the proposed plan with the commission.

    Public safety is both a city and Council priority, and it is an important lens through which the city develops policies for neighborhood area plans. Enhanced community facilities, public spaces, and pedestrian infrastructure are key elements of this plan and are tools that can address community health and safety. The city also has ongoing programs and initiatives related to public safety, and the planning team coordinates with staff leading these efforts to support positive public safety outcomes across these different efforts.
