Welcome to Bellevue's Great Neighborhoods Program

Bellevue is known for its diverse, vibrant, and welcoming neighborhoods. The high quality of life that residents enjoy is no accident - it’s the result of thoughtful and collaborative planning with the people who live, work, and play here.

The Great Neighborhoods program is the process for developing neighborhood area plans that reflect the community’s values and vision for the future. Neighborhood area plans inform future growth and change by providing guidance about the kinds of improvements people want to see.

Neighborhood area plans are part of the city’s overall Comprehensive Plan. They are important tools for addressing the changing needs and conditions at the local level. This project will focus on developing policies and direction around:

  1. Neighborhood Identity: Identify and strengthen a neighborhood’s unique elements.

  2. Mixed Use & Neighborhood Centers: Strengthen centers that provide for goods, services, cultural amenities, and housing for the community.

  3. Community Gathering Spaces: Strengthen indoor and outdoor spaces to foster a sense of belonging and support events and social interactions.

  4. Mobility and Access: Improve access to mobility options and local connections inside and outside the neighborhood.

  5. Environment: Improve qualities of features such as trees, streams, wetlands, nature trails, and other open spaces, to support human health and local wildlife.

  • Share As a Bellevue resident, I’m increasingly concerned about the state of the Factoria area. The walking and biking paths—funded by taxpayers—are now being used as shelter spaces, and the intersection near the men's shelter has become a hotspot for loitering and unsafe activity. This includes a recent tragic incident that has heightened community concerns. While I understand the shelter was privately funded, it’s important to acknowledge that many residents voiced concerns about a low-barrier model, and unfortunately, some of those concerns are now being realized. What is the city’s plan to restore safety and cleanliness in this area? How are we prioritizing taxpayer investment, community well-being, and long-term solutions that support both residents and those in need? We all want Bellevue to be a safe, welcoming place—and I hope we can work together to find a balanced path forward. on Facebook Share As a Bellevue resident, I’m increasingly concerned about the state of the Factoria area. Public safety is both a city and Council priority, and it is an important lens through which the city develops policies for neighborhood area plans. Enhanced community facilities, public spaces, and pedestrian infrastructure are key elements of this plan and are tools that can address community health and safety. The city also has ongoing programs and initiatives related to public safety, and the planning team coordinates with staff leading these efforts to support positive public safety outcomes across these different efforts.
