Background

In October 2024, Council made updates to the BelRed Subarea Plan with a goal of:

  • Reflecting new information and changed circumstances
  • Strengthening implementation strategies
  • Increasing capacity to meet new citywide housing and job targets
  • Providing clear guidance future growth and development.

In February 2025, Council directed staff to move forward with the BelRed Look Forward Land Use Code Amendment (LUCA) to support implementation of new policies.

The code amendments will align development regulations with updated policies, including increased housing and job growth, transit-oriented development and expanded medically related uses. The updates will also refine strategies for affordable housing, street network improvements, daylighting streams and the BelRed Arts District.

Earlier this year the staff released the draft land use code and we are now seeking feedback on what types of improvements to prioritize in different parts of BelRed.

BelRed Neighborhood Districts Map


116th Avenue NE Corridor: Medical, life science, residential and offices.
Overlake Village Station Area: High-rise office and retail uses near SR 520; Highrise and mid-rise residential mixed use elsewhere.

Spring District Station Area: Mixed use office, housing and retail close to the station. Office and retail further out.
North of Northup & NE 20th Street: Service and retail uses south of Bel-Red Road - Low-rise office and residential uses serve as transition to existing residential neighborhoods

BelRed Station Area: Mix of housing, retail and service. Pedestrian-oriented retail along 130th Ave NE. BelRed Arts District.
South of Bel-Red Road: Mix of low-rise office and residential intended to serve as a transition between lower density residential neighborhoods to the south and higher density north of Bel-Red Road.

Two Creeks: Mid-rise housing and retail; support existing small ethnic grocery stores and food services
Arts District Intensive Area: Space for production, performance, participation and promotion of arts and cultural activities.
